Ozarks Transportation Organization: Ozarks Transportation Organization (OTO) is the federally designated regional transportation planning organization that serves as a forum for cooperative transportation decision-making by state and local governments, and regional transportation and planning agencies. City Utilities Buses: “Welcome Aboard! City Utilities has operated the public transit system for the City of Springfield since 1945. Our transit system offers both fixed day routes and evening routes, encompassing over 170 miles.
